SharePoint is a very good way to find, manage and publish docuements to the web. But where it falls down is personalisation. I think users would get more value from the dashboard if they could add their own selection of Web Parts, choose a design template and modify the layout. As a good demonstration of this concept, the website fyuze lets you do all these things very well. Because on the site the list of "Web Parts", Templates and layout options are predefined, an organisation could still control what options the users have. Team Services allows teams to define a look for themselves with Frontpage, but what about the individual?
Publishing and finding documents with SharePoint is great. But once again, how can a user with no web design experience publish content directly to the Portal? Announcements are fine for linking to documents, but I suggest a blogging feature. SPSFAQ's front page is a blog and why I can update regularly with only Internet Explorer, Blogger, Google Groups and Free Web FTP.
Blogging is easy and addictive. It would soon have lots of individuals able to share useful information within your organisation quickly and easily. Group emails are OK, but generally for "important" messages from upper-management.

The Web and SharePoint make it easy for everyone to find and read information easily. Now they need to become somewhere everyone can write to easily as well.
