    The AKS (Accessability Kit for SharePoint) is now available in version 1.0 here. This is a set of tools for developers to create accessable sites, rather than a template anyone could use out of the box. There are different standards in different parts of the world, so this is just help towards achieving what is needed for your target audience. Some idea of what an accessable SharePoint site could look like is here if you follow the link in this post. And some clues about how you write something like this is here.
